What prevents the silencer from rotating when mounted on a flash hider?

Also I assume that the thin piece of metal with the two allen head screws is just there to hold the locking piece in place during shipment?

The locking system seats into the wrench flats on the flash hider. They also provide an over travel stop with their shim kits to help with faster alignment. The thin piece of metal is a catch for the sliding latch.
